Delfino Neira began serving as the Director with the Fresno County Department of Social Services in 2014. With a budget of over $700 million and more than 2600 staff, the Department, provides services to families, children and the elderly in support of their efforts at self-reliance and independence. The Department operates around its core values of DSS, Develop Relationships with all, Show Integrity within all and Seek Excellence in all. He has served in Social Services related positions for almost 30 years. Delfino began his career in Kern County at the Department of Human Services as a social worker in Child Welfare. He served in various positions, in Child Welfare and Administration, including the Department’s Ombudsman. After 17 years of service in Kern County, he moved on to become Deputy Director of Adult and Children’s Services with Department of Social Services in Santa Barbara County.
Delfino holds a Bachelor of Science Degree from the University of California, Santa Barbara and a Master’s Degree in Organizational Management from the University of Phoenix.
Delfino has been married to his wife Dolores for 35 years. Dolores is a Leadership Consultant and owns her own business. They have three adult children, Delfino, Micaela, and Diego.
In the past he has served on various community boards and has been Elder/Board Member of Hope Community Church.
