Professional Experience

Sayori Baldwin is the Assistant County Executive Officer as well as the Director of the Department of Public Social Services in Riverside County. Sayori is responsible for a more than 2-billion-dollar budget and approximately 5,000 human services employees. Sayori is responsible for the following departments: The Department of Public Social Services, Veterans Services, Housing and Homeless Solutions, Office on Aging, Child Support Services, and First Five. Sayori has over 33 years of experience working in the human services field in which 15 of those years have been in Executive Management. Sayori has a unique blend of both programmatic experience and administrative experience in which she programmatically provided oversight of the Self Sufficiency and Child Welfare Divisions. Administratively, Sayori has spent many years managing the areas of Human Resources, Staff Development, Program Technology, Policy and Research and Evaluation. Sayori is most passionate about improving outcomes for vulnerable children and families through a systems approach.

Education

Sayori holds a Master in Public Administration from California State University, San Bernardino and a Bachelor’s degree in Public Administration with a minor in Business Administration. Sayori is certified to train in Project Management and has a DDI Leadership and Consulting Certification.

Community

Sayori is active in her community in which she focuses on mentoring youth and has coached many AAU girls basketball teams.
