Professional Experience

Kelley started her public service career in 2004. With the support and encouragement of her family, she left her technology marketing executive position to pursue her passion for community service, starting anew as an entry-level eligibility worker in Solano County. In addition to providing direct customer service in CalWORKs, Employment Services, CalFresh and Medi-Cal, Kelley has served in a variety of senior and executive leadership roles over employment and eligibility programs in Solano and Contra Costa counties. Kelley also has significant SAWS leadership experience as a former CalWIN manager, Affordable Care Act implementation lead, and CalWIN Operations and Policy Advisory Committee co-chair.

Education

Kelley holds a Master’s Degree in Public Administration from Arkansas State University and a Bachelor’s Degree in Economics from the University of California, Berkeley.

Family

Kelley has been married to her husband for 26 years, and they have twin adult sons, one of whom recently became a fourth-generation public servant.
