Professional Experience

Eilona Betkolia-Gevargiz is the Director of the Department of Employment and Benefits Services (DEBS) for the County of Santa Clara Social Services Agency. Appointed in December 2024 following a successful tenure as Interim Director, she leads one of California’s largest county eligibility and workforce services organizations, providing strategic direction for programs that support the health, well-being, and economic stability of Santa Clara County residents.

Since joining the County in 2010, Eilona has built a distinguished career in public service, advancing through progressively responsible positions including Eligibility Worker, Employment Counselor, Eligibility Examiner, Eligibility Work Supervisor, Social Services Program Manager, Assistant Director, and Director. Her extensive operational and executive leadership experience has strengthened service delivery, fostered organizational excellence, and advanced innovative, customer-centered solutions for public benefit programs.

Eilona is recognized for her collaborative leadership style and commitment to continuous improvement. She is passionate about modernizing service delivery, developing high-performing teams, and partnering with counties and state organizations to improve outcomes for Californians. Her experience includes strategic planning, policy implementation, operational leadership, stakeholder engagement, and organizational transformation.

Education

Eilona holds a master’s degree from San José State University and is fluent in Assyrian and Farsi (Persian).

Family

Outside of work, she enjoys spending time with her husband and their two children.
