Professional Experience

Melissa began serving as the Direct of the Ventura County Human Services Agency in 2020. Melissa has been with the County of Ventura since 1980, starting as a student worker for the Public Social Services Agency (later renamed to the Human Services Agency). Throughout her public service, she has worked in a variety of positions supporting both the administrative and program operations of the Human Services Agency. Melissa has over 20 years of senior and executive leadership experience including having held the positions of Administrative Services Deputy Director, Adult and Family Services Deputy Director, Chief Deputy Director for the Human Services Agency, and the Acting Director for the past 4 months.

In her role with the Human Services Agency, Melissa has oversight for social services, support services, administrative services, and eligibility program operations/service delivery- in direct alignment with the Agency mission to strengthen the health, safety, and well-being of the community; addressing food insecurity, access to health care, child and elder abuse, unemployment and homelessness.  Additionally, the Agency serves as a foundation for improved career pathways, family stability and strengthening, economic vitality through business partnerships and workforce training, and a safety net for individuals facing temporary setbacks due to loss of a job, illness, or other challenges.  Melissa oversees a budget of $294 million- with oversight for compliance and accountability to federal, state, and local county budgeting and finance management.


Melissa holds a Bachelor’s Degree in Organizational Systems Management/Business Administration from California State University Northridge.


Melissa resides in Ventura and is married to Dale with two sons, Daniel and Brennan, and a granddaughter Kali. Melissa enjoys traveling, hiking, community volunteering, cooking, and entertaining family and friends.


Melissa joined the Red Cross Ventura Chapter in 2014, and was the Board Chair from 2016-2018. Melissa also oversees the Mass Care and Shelter function for the County of Ventura which has a direct nexus to the Red Cross, and is a critical partnership to ensure the care, and support of those experiencing the impacts of a disaster. She is also member of the Advisory Council of Habitat for Humanity.
