The CalSAWS Consortium announces the release of a requirement clarification to the CalSAWS QA Services RFP 01-2025 for your review.

Within the Question & Answer responses, the Consortium provided the following response for the question below:

Question (Q27) – Does CalSAWS accept prime contractor experience from industries outside of Health and Human Services to fulfill the mandatory experience requirement?
Response (Q27) – No

This response only pertains to the mandatory requirement F1.

For mandatory requirements F2 and F3, there is no specific “industry” requirement. Each mandatory requirement is evaluated on their individual experience-supported merits.

BIDDER’S CONFERENCE PRESENTATION ANNOUNCEMENT

August 14, 2025

To All Interested Vendors:

In support of the CalSAWS QA Services RFP 01-2025 released on August 11, 2025, the Consortium posts the Bidder’s Conference presentation as reviewed with attendees on August 14, 2025.

This Procurement includes a formal Question and Answer (Q&A) period to provide Bidders the opportunity to submit questions, concerns, and suggestions regarding the contents of this RFP. Please refer to the RFP for detailed submission instructions. The Q&A period is from August 12, 2025 through September 2, 2025. The Consortium will release responses on a flow basis.

As previously announced, CalSAWS documentation will be posted to a Procurement Library hosted by the Office of Technology & Solutions Integration (OTSI) for Bidder reference in support of proposal development. To request library access, please e-mail ProcurementTeam@CalSAWS.org.

CalSAWS Q&A SERVICES RFP 01-2025
INITIAL RELEASE ANNOUNCEMENT

 August 11, 2025

To All Interested Vendors:

The CalSAWS Consortium announces the release of its Quality Assurance (QA) Services Request for Proposal (RFP) 01-2025 for your review and consideration.

This procurement solicits proposals from qualified Contractors to provide QA Services.  The purpose of this procurement, and scope of this RFP, is to acquire a Contractor to transition the existing QA Services and provide ongoing QA Services for CalSAWS Maintenance & Operations (M&O) and BenefitsCal M&O.  Bidder proposals are due Monday, October 20, 2025.  The base contract term includes a two-month Transition-In period, plus six years for a total base term of six years and two months. The QA Agreement may be extended for up to four additional years in one-year increments at the discretion of the Consortium. The total contract term, if all extensions are exercised, would be ten years and two months. The base contract period is projected to begin December 1, 2026 and conclude January 31, 2033.

3. CalSAWS QA Services RFP 01-2025 Question and Answer Log Template

All RFP documents will be posted to the CalSAWS website at Procurement Listings.  Additionally, RFP documents and reference materials will be posted to a SharePoint folder hosted by the Office of Technology & Solutions Integration (OTSI).  A folder named CalSAWS QA Services RFP 01-2025 Library contains material for Bidder reference to support proposal development.  For access, Bidders must complete an authentication process to create an account.  Once authenticated, Bidders will receive an email from OTSI with login credentials.  Upon log-in, Bidders will be able to access the Procurement Library and download the RFP documents.  To request access to the library, please e-mail ProcurementTeam@CalSAWS.org.
